The High Plains Underground Water Conservation District No. 1 service area
consists of Bailey, Cochran, Hale, Lamb, Lubbock, Lynn, Parmer and Swisher Counties, as well as portions of Armstrong, Castro, Crosby, Deaf Smith, Floyd, Hockley,
Potter, and Randall Counties.
